The charts cover all employees on spinal column point 2-41 and those on Professional and Management Band grades.  The NJC pay scale employees pay is negotiated Nationally by the recognised Trade Unions and the Government.  

Those employees on the P&M grades are subject to pay 'negotiated' locally.  This is 'imposed' on this group of employees by the CLT, Corporate Leadership Team: and endorsed by the Staffing Committee.  However, there is no reason why any group of workers within the P&M grades who decide that they want to negotiate their pay increase separately, can't do so.
